Salary Increase 2010: Second Tranche Release for Government Employees

Information on the second tranche salary increase is a much sought topic among 1.141 million Philippine government employees eager to find out how much salary increase they obtained in the second tranche of the four-tranche release (2009 to 2012) of a 20 billion peso salary increase budget.

Finally, the important guidelines such as the National Budget Circular, Executive Order and Salary Schedule for the Second Tranche of the Salary Standardization Law III or SSL 3 was released last June 23, 2010. This marks another batch of salary increase on Philippine government employees’ salaries that once lagged behind government workers in other Asian countries. The second tranche salary increase for national government employees takes effect immediately upon signing on June 23, 2010.

Increases for each salary grade differs as the percentage of salary increase varies between salary grades. Entry level teachers can now earn P16,000 pesos, a substantial increase from erstwhile entry level salary of P10,000 two years ago. The government employees will see changes in their salary by mid-month of July 2010.

National Budget Circular No. 524

National Budget Circular No. 524 prescribes the guidelines, rules, and regulations to govern the implementation of the second tranche of the modified salary schedule for civilian personnel and the modified base pay schedule for military and uniformed personnel.

Executive Order No. 900

Executive Order No. 900 implements the Second Tranche of the modified salary schedule for civilian personnel and base pay schedule for military and uniformed personnel in the national government.

Second Tranche Modified Salary Schedule for National Government Personnel

Local Budget Circular No. 95

For local government employees, a separate budget circular, Local Budget Circular No. 95, was released on June 29, 2010. This implements the second tranche monthly salary schedule specifically for local government personnel. The salary increase for local government employees will take effect on January 1, 2011, six months later than those working for the national government. The following are the Annexes and corresponding descriptions:

  • Annex A1 specifies the Second tranche monthly salary schedule for local government personnel in special cities and first class provinces and cities.
  • Annex A2 specifies the second tranche monthly salary schedule for local government personnel in second class provinces and cities.
  • Annex A3 specifies the second tranche monthly salary schedule for local government personnel in third class provinces and cities and first class municipalities.
